Steven Wischmann, M.A.
Steve Wischmann retired in 2013 following a 29-year military career in the U.S. Coast Guard. He enlisted in 1984 and ultimately earned the rank of Captain. He served in four command cadre assignments, including Commanding Officer of Marine Safety Unit Pittsburgh and Commander Sector Buffalo where he led 15 field units, over 500 personnel, and Coast Guard mission performance across Lakes Erie and Ontario, and the Saint Lawrence River to Quebec. Other career highlights included two deployments to the high Arctic (1985 & 1986) and a two-year Special Staff assignment at the Department of Homeland Security (DHS) in 2004—2006 where he served as Chief of National Planning for the Office of Infrastructure Protection (IP), Chief of Staff to the Acting Assistant Secretary for IP, Executive Assistant to the Director of the Homeland Security Operations Center, and Deputy Chief of Staff of Operations.
Upon his retirement from military service, Steve translated his passion for building capacity in both people and organizations into the launch of Horizon Performance Solutions (HPS). A leadership and professional development consulting company, HPS supports the growth of professional competence to increase overall performance. In addition to his consulting work, Steve is an Adjunct Professor in the Adult and Graduate Studies Program at Hilbert College where he teaches both Graduate and Undergraduate courses in leadership, management, and public administration. He served as Chairman of the Buffalo Federal Executive Board in 2013, and is currently a member of the Board of Directors of the Hamburg Chamber of Commerce and The Sled Hockey Foundation.
Steve was commissioned as a Coast Guard officer in 1989 upon graduation from Coast Guard Officer Candidate School. He received his B.S. in Liberal Arts/Sociology from the University of the State of New York in 1993 and his M.A. in Public Policy and Management from the University of Southern Maine, Edmund S. Muskie School of Public Service in 1997.
Steve has received numerous awards throughout his career including the Distinguished Federal Executive Award, Four Meritorious Service Medals, Four Coast Guard Commendation Medals, an Army Commendation Medal, the Coast Guard 9-11 Medal, two National Defense Service Medals, a Global War on Terrorism Medal, and the Coast Guard Chief Financial Officer Award for Excellence.
Steve is a resident of Hamburg where he lives with his wife and two children.
